good evening everybody dance Andy Prince superintendent I thank you so much for coming out on this beautiful evening as you know this is our budget meeting for this year and I welcome you if we could stand for the Pledge of Allegiance I pledge allegiance to the flag United States of America article one day is to elect a moderator to preside at this meeting are there any nominations from the floor are there any other nominations 4 I see none I will declare nominations for the moderator to be closed we're going to vote to elect the moderator play some favor of bill stockmeyer for being a moderator looks like the majority of its voting bill in as our moderator for this evening I would ask him to be sworn in if you could stand up thank you Google please raise your right hand and repeat after me do you swear to support the Constitution of the United States and of the state of Maine so long as you continue to be a citizen there are and Faithfully discharge to the best of your abilities that duties incumbent on you as moderator of the Regional School Unit 14 budget meeting on May 22nd 2019 according to the Constitution and the laws of the state of Maine good evening everyone thank you for coming out tonight I just like to know play non-voters in the audience of your non-voter could you raise your hand okay so we have pink orange colored voting cards so I'll be able to make sure those non-voters don't vote or not to worry about but anyway so in order to vote you need a voting card if you're a voter and you're expecting to vote but don't have a voting card you need to go see one of your your clerk outside the door there so you should tend to that party sworn in the ballot clerks so like there's an objection will dispense with taking their their verbal owes they've signed written notes next order of business is to establish rules of procedure will generally follow the rules of the main moderators manual with some adaptations for School District budget meetings first if we have any school administrative officials who are not residents we will allow them to speak as called upon to answer any provide any information as needed but there's an objection to that that will be one of our rules second OB no amendments to Amendment otherwise we'll just get confused as to where exactly are meth bad that does not foreclose you for making a different Amendment if an amendment is adopted once the article is amended it will be on the floor as amended and you'll have an opportunity to make her further Amendment so that rule does not in any way cut off your Amendment entered by law will have a written ballot on article 14 any objection to this rules of procedure chingon I'm not going to recognize someone of the board members. how to set up going to be providing a few words of explanation about the school budget this year thank you Bill and once again thank you to all of you who have come out to be a part of this budget process turn your attention to the slides up here Cristian pavon so when working on the budget there are several things that we take into consideration we all want what's best for our students we all wish we had unlimited resources to use and educating our children but as we now unfortunately that's not the reality so as we go through the budget process we do our best what do the stuff for Success while still being fiscally responsible we try to distinguish between wants and needs and decide how can we use our resources most efficiently effectively it moving us forward with our strategic plans and goals trying to figure out what gives us the most bang for our buck budget challenges there's budget challenges every year there always has been there was will be sometimes it's hard to decide what goes into the budget but it's always a lot harder to decide what needs to come out what's in for you know what though is that sometimes we don't have control over what goes into the budget or even how much do you lurline item this already in the budget might increase Show an example of this would be a few years back with a state shifted the burden of the main retirement system to the districts we don't have any say that's just the cost that we had to absorb other examples would be helping yes, we know we're going to have health insurance but from year to year we never know how much that increase may or may not be this year we're particularly challenged by special education I was going to changing need an education we have an influx of children coming into the district that require special education services their state and federal mandates on what services those children are the ratios of providers to the students as well as Transportation requirements and so as we move forward what you'll see is that half of the proposed increase approximately half of the proposed Teresa related to the changing needs and special education with that this is the proposed budget total 48.5 million which is up two points weather in from last year 5 and a half percent increase approximately in again half of that is related to the changing needs of our students as far as The Sting subsidy this year is helping to offset some of those increases so the increase is fairly significant year-over-year that the IRS you will be receiving turned in form of a state you'll see here we're going to be receiving 15.2 million as it stands right now which essentially brings us back in line with where we were in 2017/2018 but it certainly bring some blocking relief after last year when we experienced a significant decline a reduction in the amount that we received Heather spikes shows us the various sources of revenue that we received and as you can see the largest portion is the local share of the essential programs and services representing nearly 47% of the total revenue followed by the state subsidy at Justice 31% this next chart shows us how these funds will be allocated as it should the majority goes towards instruction with regular instruction special education and other industry accounting for 58% of the total the remaining slices of this pie chart all play Vital roles in educating our children as well as providing transportation for our students keeping our schools clean and safe and providing the needed supports to keep it all going capitals of you who have attended these meetings will pass this will be a familiar slide and every year we shall I wait compare on a pupil operating cost encompasses our neighboring towns as well as the state average where am I am with Gorham but the district is below to see the average having done our best to be efficient and provide good value that will probably see this chick up a bit with a proposed budget but we need to recognize that education is changing and technology is continuously evolving and it's going to be important to keep up and keep investing to provide our students who are the greatest opportunity success after all thank you thank you. How are you quickly the general fireman's for a voter to be recognized and to speak I would ask you to proceed with the microphone if you to the microphone if you wish to speak for any debate or questions that would not apply to motions but really in a room this size I know you think you people might hear you but it will be almost impossible so please use those microphones when I recognized you state your name and your town and is that you're proposing or what your question is all remarks need to be relevant to the motion on the floor all questions should go through me and I'll pass this on to the person who can best answer that answer those questions one of the rules I'll mention is that if you feel debate has gone on long enough you can cut off debate by saying it be recognized by me and moving the previous question If the previous bicycles move that means we're going to vote on cutting off today we don't have a huge crowd here tonight so I don't think that'll be necessary but if so that's that's how that is done we're not going to take up the Articles and I'll make procedure rulings as needed if you turn to your warrant in your budget book that's the document that says warrant to call Regional School unit number 14 budget meeting I'll just explain really briefly every article has 11 cost first you saw those in one of the pie charts that you presented those are the first 11 articles each a different category of expenditure okay then articles 12 to 14 raise money for cool budget hours explain those as we got to get to them okay and so we can have the revenue side of the budget and then Article 15 is the summary of the total really the summary of everything you did for and then we have some miscellaneous article I will go through at the at the end okay before the floor special education any discussion or questions Brian Walker Raymond I'd like to get an understanding of how many not who or anything like that how many students are served by special ed and how many more students are in the future budget versus past I'm trying to get some comparisons with cost thank you who would like to address that I can go ahead and address that can Crush so roughly across the district on everyone here yes I got our special education population across the district is right around 540 students district-wide and with this most recent group that's coming in typically we have anywhere between 25 and 30 students are coming through CVS and are coming into our district this year we have a little over 56 with a few more that are being added we have a much larger near population that's coming in than what we've had in the past and typically as a district we've run anywhere between two and three self-contained classrooms at the youngest level next year will need to have five and previously it was a self-contained Regional program that happened at Windham primary where Raymond students would come down from res because of the Raymond population now we'll have enough students to have our own self-contained program in Ras in addition 45 self-contained programs at Windham primary school so especially with our younger kids those numbers are blossoming Anna's Pizza guested as part of the increase is 12 at tax otptat Social Work services to make sure meeting needs of all those Young Learners thank you Chris I knew anyone else first and then anyone else first go at church Tristan is with their very young population and is that being how are they being identified as having the special needs is this done up prior to them coming into kindergarten or is it once they get into the school so it's a it's a little bit of both where are the 56 that we know and I know we had a few added even with the last couple weeks that our numbers have gone up in addition we are having students arriving at both criminal mentary school Windham Primary School across the district we're not previously identified the other phenomenon or Trend that we're seeing is that we're seeing individuals moving in because of the high quality of services that are provided in the RCN including expensive out-of-district placement switch start anywhere between 50 and 60,000 can run up to a hundred thousand for an out-of-district placement in this next year I think we're at eight or nine out-of-district placements across the district so some of those costs Video of the bus garage Chris I recognized you I think a hundred twenty thousand for the transportation facility last year there was roughly 65,000 that was budgeted so our payment I take that back on 5 this year our total payment this year for the first year is 196000 private transportation lease which is part of that 2.9 Million V be there that number will continue to drop where the highest point in when are Bond payments condition we received notification from main part of Education that they will include the cost for that lease within our transportation subsidy there is a couple years back that it takes to actually get in that system but eventually are 2 years will start to see some money back in our direct subsidy based upon the cost related to that facility so what you see there in that percentage much of it is increased with that but newer hundred twenty five thousand for that Pompey Park police payment and then the second question is that the other piece world seems to be going up quite a lot is in the area of group health insurance the drivers salaries in the like I'm assuming that's because you have more bus drivers now is that directly related to the needs of meat can be but an open question versus a leading question why we have a we have 18 more students this year than last and so why do we need more buses why do we need more drivers God Chris what's your fee for buses is that there is a replacement cycle for buses this year than I took my three buses that within the budget to continue our replacement because the last time we wanted to be replacing our entire fleet at once but what you watch I see there is an addition of a minibus to meet the needs of some of the timing special education students who require Transportation a minibus requires a specialized drivers required to pull bus driver not just regular band driver in Edition there's an additional Mariposa van driver to handle some of those special education needs so those things are helping also the drive the cost up with that specialized Transportation withdrawal captured there and we wanted captured there because the state then looks at it for subsidy purposes just curious saying I don't know what's going on across from me -5 sink with special needs much more than just the construction home driving the budget Hunter Harrison falling star fruit I don't got that any other this is another of the soft 246000 4 + percent sense of why this would not be a special needs situation I wouldn't think so why why is there such an increase in facilities maintenance she would be to negotiate at salaries and contracts cuz all the custodial staff fits in there in addition there is a boiler for Jordan small some payments associated with that and also some Associated heating costs are associated with the that we've had some increases this year and I'm not sure the public even knows it but even this building has been down a boiler all year long because of a crack that went through one section and needs an entire boiler replacement so some of the costs associated also getting replacement it's been a tough year for facilities thank you any other discussion or questions on carries article 11 to see what's on the Regional School unit will be authorized to expand it for all of all other expenditures School Board recommends $355,000 do I have a motion on this article 11 is on the floor for discussion this is all other expenditures any discussion all in favor raise your thank you all opposed raise your cards thank you article 11 carries so that was the expenditure side of the budget now we moved to the revenue side of the budget if you're really quick with a calculator you realize the revenues do not add up to the total but remember the pie chart that Pete showed you had some miscellaneous revenues and carryforwards those are not voted on accepting the overall sum article but rest assured once you approve these Revenue articles that involve tax dollars the revenue is there for the budget as proposed unless you choose to amend so I read the article 12 this is the article that qualifies you for State matching funds and I'll just explain briefly the total of the state share and the district share is is the first full face number that 37.72 dollar number okay the local share the required local contribution to qualify for the State dollars is the second boldface number that's the 22.593 22 million 593 the state money is not act Sean there it's the mathematical difference between those two numbers and this article is just in the form of acquired by Statute but the state subsidy that you qualify for it is the mathematical different the other numbers are the shares allocated to so I read the article to see what some article 12 to see what's on the Regional School unit will appropriate for the total cost of funding public education from kindergarten to grade 12 as described in the essential programs and services funding act and to see what from the Regional School unit with raising access as each municipalities contribution to the total cost of funding public education from kindergarten grade 12 as described in the essential programs and services funny act in accordance with the Maine revised statutes title 28 Section 1 by 688 and the school board recommended amount for the total appropriation is 37784690 $4.16 and the total amount to be raised 22593370 $1.78 do I have a motion on article 12 second article 12 is on the floor for discussion or questions Cheshire the gadfly con a guy so apologies I know we have a 5.45% increase in the overall budget do you have the math available about how that relates to the town of on the raise for the town of Windham versus the town of Windham what the individual municipalities increases are ear to ear so you can we actually need to go to overall tax commitment which one clued other local responsibility local share adult they'd shared assessment as well as costs associated to formula for one of my school for Windham it's about a 3.9% increase and for Raymond a 9.7 and much of that is being driven by you kiss formula and how the state recognizes and out subsidy if I may go ahead. It's going to come up later on but on the non-essential wood that race with those percentages that does including everything it's in the budget then that's everything that's in the budget does the 31 69 split on the raise percentage wise sorry 6.9 vs 15.6 that ratio would also hold for them for the non-essential or is that a different ratio information that's based upon the posturing formula okay would it be about the same percentage-wise I haven't done that I don't know how many numbers you have in your hand sounds like impressum I'm not trying to stop by the way thank you thank you any other discussion on article 12 all in favor raise your cards all opposed raise your cards thank you article 12 carries Article 13 and this raises additional money to support local Guide Service in addition to the amounts previous year age an article 12 to see what's on the Regional School unit will raise an appropriate for the annual payments on debt service previously approved by the Regional School unit voters for non state funded School construction projects non state funded person of school construction projects and minor capital projects in addition of the funds appropriated as the local share of the Regional School unit contribution to the total cost to funding public education from kindergarten to grade 12 sword recommends 450 $2,312.50 do I have a motion on Article 13 favorite your cards thank you all of others raise your cards thank you Article 13 carries article 14 is the all amount to be racist for the school budget for local tax dollars this will require written ballot I will instruct you with some assistance from the clerk's once I read the article and once we're ready and addressed any and all discussion amendments xcetera see what Sean has article 14 to see what's on the regional screen it will raise an appropriate in additional local funds for school purposes under the Maine revised statutes title 28 section 15690 which exceeds the states of central programs and services allocation model as set forth as required to fund the budget recommended by the school board School Board recommends 9158600 $10.30 is there motion on this article II article 14 fish on the floor for discussion or questions frog grip view the 9 million dollars covers what 9 million covers every going from extra forces advanced placement courses here when I'm high school it would also cover some Athletics because of the formula doesn't fully cover Athletics it also covers for Zoe receive about 7. Ashburn Elementary student in the formula a student res cost 14,000 because of smaller number of students during the smaller around 15,000 some of the other buildings we might be a 9,000 so it covers a text to make sure that we're providing a quality program for a kid's but again I can be anything from extra programs to Athletics to some extracurricular pieces but some of it is just money that's not covered in the formula adequately I need the kids thank you and the other discussion on this article alright do I see a Ballot Box over there is that what I see so each of you should have a white card with a yes 705 clerks before you vote do you want them to tear it in half and you wanted to just check the box check the box number for you vote let me just say one thing you're not required to full okay if you don't fold it it will take half as long to count if then if you do. warrant that the total of this article as written is $900,000 can you transfer into the capital reserve fund and to be expended from the capital reserve fund is there motion article 18 article 18 capital reserve fund so I'm assuming you work with your financial advisors do is to assure that you have enough of the undesignated fund balance left for surprises we are we are only by LOL I have 3% for an undesignated fund balance and some bright man behind me told me that that's 11 days of operations for on designated we do have designated which is set aside that if we I need to spend for other expenditures then we would need to come back to the voters that and get that and was that would be the neighborhood of about 10% of our overall budget compared to where the towns are at with their carrying 15 / 15% it's not a huge amount of money but it's enough that we could survive for a little bit if they were another state shutdown or and then we missed a subsidy payment cuz the state was not paying, but part of what you see here is really continuing to invest in the millions of where's the boat motors have paid for and all of these buildings across the year last year was able to put on a new roof on during the small as well as do some more site work to get that beautiful playground to do some unexpected roof appears that Raymond Elementary as well so it's allowed us to keep up with our buildings without completing our budget thanks Chris thank you any other discussion on article 18 all in favor raise your cards thank you all fundraiser cards thank you article 18 carries now before we adjourn I just want to remind the voters that this is the first step in the budget approval process second step is the sewed in your respective towns in the voting booths as to whether you approve what does VD accomplished tonight when we're not and I assume that's on June 11th Sandy is that right June 11th is rent a boat so I would just encourage every start to vote without all except
