why don't we go ahead and get started for those of you who don't know me my name is Chris how I'm the superintendent of schools first 214 and we also do have with us tonight we've got the members of the building committee and some members of our school board and really tonight is an opportunity to learn a little bit more about what we've been planning in the project some of the progress the date the things that we're looking at us and next milestones and some next steps and an opportunity to ask questions and one thing that's nice about small group like this is that hopefully as I get through some of the slides over. Just have some questions back and forth and Nance and get some dialogue going as far as questions that you might still have or Wonders that you had about the building or have there been things that have been planned about what I've tried to do in my presentation is capture the last 18 months and I lights for the public while a lot of things have been going on behind the scenes there really hasn't been a lot of public things they've been out there so it's at hopefully it's an opportunity for you to learn and then also if you do have questions or things I want to think about in at the end I'm going to go ahead and point you to the website so that you can pick up when information that you need so first of all construction committee was formed by the rc14 board in the spring of 2020 while we're still in the midst of pandemic and started working through the process of I take that back spring of 2021 and we started working to the process of selecting architectural firm and Engineers for this project the committee unanimously recommended to the board that we use Lavallee brensinger Architects they're out of Portland and they're also out of Manchester New Hampshire one of the things that Lavallee privates when is that when they build a school project is that they really work with the local community and with the educational stakeholders to say what is it that you want to build and they really want to make sure that you are happy with the final product they also want to make sure that your building is going your needs and lastly think about it we're planning for the next 50 to 60 years in a building and making sure that it's not only going to meet our needs now but it's going to meet our needs into the future you know something I shared of the board and multiple times and they're probably not happy to hear me keep saying it over and over again but for rc-14 when I'm in Raymond to have a state-funded project is an absolutely amazed rare thing right now in the state of Maine in the last rating cycle I take this back first application for the state construction process was done 1560 and I think another one was done in 2019 in the first rating cycle I think the middle Swindell Middle School in which was a project that was submitted was number 42 in this last round in the 1718 it was rated as number five and what that means is that schools with the highest priority so number one goes to the top of the list for construction what are the district being number five means that we were able to move closer to the front of the line from where we were at number 42 what's what's exciting about that and I hope all of you have a chance to at least kind of follow what's happening locally with Construction Cape Elizabeth is looking to do a new school 125 million dollars to the local community Gorham sing at a new high school and a new expansion I think the last price tag was 80 million for that now pushing probably closer to 100 with the district I live in as a P-51 is looking at a new Elementary School I've heard the neighborhood of between 7 and 80 million. for that particular project let's see here Scarborough is getting ready to do a new combined Elementary I think they're close to 100 million for that rsu14 is doing a new Middle School which will be largely state send it and if you think about that as far as tax impact to the local community it's a huge thing when you get pushed up to the top of the list are last state funded project on the Wyndham side was when I'm high school which does that we have woke up at 4 when I'm high school be retired in November of next year 23 and then State debt officially goes off the books in May of 2024 Raymond Elementary was the state funded projects with no local additional that way when was paid 2020 20:21 and that was a waste last state funded project on that side so for us to be able to have that is just an amazing gift to both communities the other thing when I mentioned here though is that it means that with an R access that we follow a very strict set of steps or guidelines for working for the state because an Essence we're building a building that the state is writing a majority of the checks for him and that bonding and so they're looking to make sure we're following the process if we were just doing a locally funded building the timeline could probably move a little quicker but again all these different Milestone things such as that when we come to a final site selection and we decide this is a site we're going to use has to go before the state school board for final approval same thing goes when we get to a final Concepts this is what the building's going to look like this is going to be arranged has to go to the state school board for final approval before it goes to the voters same thing for site selection has to go to the school board for approval before it goes for a strop hold of the community to say yep that's the site that we want to use some of this 21 step process we are hovering so Step One is the application step two is a renovation versus new and then we start moving into some site selection pieces where that first orange band is that's site approval and we haven't reached site approval yet but it's something that were working on I'm going to share where we are exactly tonight and then the next part is what's called educational specification and which is the vision for the school we've already started working on that process so we're at a point right now we're kind of juggling Between Two Worlds but week can you do move on to this process and I realize this slide is difficult to see everything I'm doing tonight will be on the website and if you want to take a closer look with that so one of the first things that we had to do cuz it was a question I was asked why not just have this be initially was originally sent out as a win the middle school project why aren't we continuing to use the current Middle School building why not just build something on the current campus and so we were the architectural firm we work with Structural Engineers on when the middle school and really the results came back is that there's elements of this building that would be great for things like a community center but as far as a long-term vision for Where You Are population wise probably not a great building to put your long-term investment in education Lee I'm going to get into it a little bit with site selection why we didn't choose Ardmore I we're not recommending or the committee's not recommending the campus at the moment what we went through a process and this again a lot of this happening behind the scenes before a lot of us becomes public looking at doesn't make sense Dollar Wise commitment wise really with the Maine Department of Education look is looking for is that if going to go through a process and they're going to invest in a new building they want to make sure that it's not just less expensive to renovate an existing building before they go ahead and they work through that process up a new so we went through that process of looking through new versus renovation we looked at what the school might look like and again this is when we thought we would be just doing a win the middle school we looked at the processes of the current Windham high school campus down on the lower right is when I'm high school up in the intersection the air it would would be across from the equivalent of feel Allen was a giant hundred four thousand square foot building which would have taken the varsity baseball field to soccer field and then spaces in between so that was looked at and then the traffic pass for those of you who ever been on this campus and on a drop-off morning with all the different cars we try to look at is there different ways that we can move traffic can we wrote people in different directions can we make certain entrances High School only Middle School on link the other thing with this concept that would have required us taking over the Windham Public Library and raising them and then raising some of the fields but this also did for us as a process on again I'll connect in a site selection is that start to lose athletic field and one thing that I have learned in both communities both Windham and Raymond that we have very few public athletic fields and then to lose a couple and then not have places that are close by that send kids to start to create some issues but we went through that process looking at what might this possibly be looking like so here's a here's our timeline start the kickoff in August of 2021 after we select architect we gone through a process of looking at gathering information for educational planning programming will go to that and in a minute we're looking at population projections Southern Maine right now is a very dizzy a place for people to live and both communities of window and Raymond are growing their houses going out there's new developments especially in North Windham when sewers going to come on board and we look at some of the what are currently planned or in the books are in discussion with the planning board we have a number of housing units we want to make sure that we have this right so that when a school opens the last thing we want to do is going to have to put Portables out front because we didn't plan for enough seats and Spa for what this particular building would hole we're still working through the process of looking site design looking at building design that's still very much in process currently we're projecting that will be able to bring the site to a Publix trap hole in about February of 20 30 coming up next year so that the community can make a final decision on the site for this backing up to that we're still going up to go to a process going with the state board and and working through elements for them to say this is what the building's going to look like and here's what's going to sit and we've gone do I do diligence with the community and what were anticipating is a fall of 2023 referendum where we will go to the taxpayers and ask really to quad one question will be do you want to accept the call it a gift at this point but do you want to accept the proposal from the Maine Department of Education to build you a middle school based upon a agreed-upon formula are you willing to except that funding mechanism for that it's going to be a little different for both communities that's going to be the first question the second question is going to be do you want to invest in some local additional things typically cool projects local additional things might be a larger cafeteria larger Jim space physical education space and the case of Windham High School anyone who sitting on the other side of the seats that are here in the back that hold back and with local additional in this project state would have paid for the front of the auditorium town of Windham at the time decided to the voters to pay for the back of the auditorium so is we are working through our space diagramming Inner Space Project starting to identify what might be space that is paid for by the state of Maine and what space might actually be paid for through local tax dollars and trying to take a look at how that might all be allocate so the building committee they're going to see some proposals on Thursday night which is the next meeting of some suppose local spaces one space is being looked at as proposed on the new building is an auditorium smaller one dedicated just to middle school students that would be a local only expense and what's interesting about the formula is that the town's would be responsible for the front section the state would pay for the stage and what goes bad so it's almost like this process of trying to determine which components are we going to be paying for through local tax dollars and what components will be collectively paying for in the state of Maine for projects that we do so ultimately if all goes on schedule in August of 2026 that is when the new school will open that's assuming everything goes to timeline the schedule and as far as everything comes in line with supply chain which is been an interesting thing even on smaller projects making sure that we can get everything that we need so big topic that I've heard about is school consolidation why are we in this process why are we looking to bring the two schools together to form one large and middle school and as we started to work to the process with the education construction team one of the last things I said is that you have the opportunity right now to build a combined middle school and we will work with you on the cost to make a larger school so that Windham and Raymond students can together we will do that so come up with a process work with the Raymond community and say whether or not that that's an option that the town of Raymond would be interested in moving forward to however they decide not to move forward due to Raymond size not getting any larger that the chances of Raymond ever getting a middle school for the state construction program would probably never happen and so if anything moving forward would be a local only design a process and just to give you a little bit of kind of oversight but the two buildings number one when the middle school on one side which is a 1977 building and one thing that I've learned from mr. Hanson over here means it if it was built in 97 it was probably on a drafting board and somewhere we 92 are 72 or 73 the equipment that would have been spect out would have been about the same age so that building has been around for awhile currently enrolls about 598 students about 600 students and then we have Jordan small which was open pre-1967 and there's been different wings and different components of it put on it had a fire at one point and with Jordan small Middle School was built as a Nut Tree Elementary School underwent some Renovations when it became Jordan small middle school and currently house is about 166 students on the time that I get to slide it up a little bit to the mid 1 70s smaller building and a larger building but both some buildings have been around for a while and addition as we started to look at programming how do you provide equal programming for students if your stay with students and one new building and not having students in the other and there's no way that you can renovate but we went through a process and the process that we use is that we started with the Raymond selectboard and I don't know if there's any getting the room who had a chance to attend the sessions in the forms that they did but on October 4th and October 5th of 2021 so last year Raymond select board held a couple of public hearings they advertise through local newspapers face Rock the town website we put it on a listserv chance have a community conversation about whether or not Raymond should consider to be part of this new Middle School and then the Raymond selectboard went ahead and they did they looked at two options one would be maintaining two separate middle schools and rc-14 both middle schools we serve students in grades five to eight project moves forward to the Wyndham only project and then I looked at it an option which would be a combined both middle schools in 21 rsu14 Middle School and what they decided on is that the unanimously voted on there October 12th meeting to go ahead and to recommend to the rc-14 bored cuz it's ultimately the rc-14 board that makes the decision to move forward with a combined Middle School another piece that influence their decision and this was something new for us and our sea 14 is that when Raymond Elementary School was built it was a town of Raymond projects owe any debt associated with it was Raymond debt when Windham high school was built part of the town of Windham actually Windham town of who holds the bond on Windham High School even though it's an RC 14 school it was Wyndham only debt so for the first time now as an artist you we are building a school together and one of the pieces that started look at is that now thus becomes rsu14 death it goes to the state funding formula and if Raymond decided you know what we don't want to be part of this project moving forward citizens of Raymond would still be paying for a new Middle School no they wouldn't be accessing in town of Windham already was moving forward with the project and what's interesting in the formula and I'll hit upon in a second is that on the Wyndham side Wyndham Street separately in a town as a town in the state funding formula Raymond's treated separately in the in the formula and so part of this information started to work through the board of Selectmen the other piece that they talked about that meeting what's for the town of Raymond to donate 45 Acres of property for the possible sighting of a middle school and that piece of property is located at the end of Patricia Ave and for those of you don't know what Patricia I have is if you were up in Raymond and the little strip there were Portland glasses go up Portland Glass and then it kind of wines up behind Patricia and goes up to currently has a cell phone tower up there it's the site of part of it was the former Raymond landfill and part of it was also the Raymond septage site where they took local septage from communities and dump sludge out of the fields that's what was a practice in many places the time so that way offered and the town meeting their special town meeting they offered it up and so those 45 acres and Patricia Ave what part of the acreage that we've looked at for where do we start to look at for this new school so from here back in November the rsu14 board had two separate meetings November 3rd November 17th of 2021 held public forums similar to what Raymond selectboard did and had an opportunity to gather some information from the community and ultimately the board had to make the decision do we move forward to the recommendation for a combining the two schools and Essence closing went to middle school closing to rent a small school taking the advisory vote from Raymond select board and then going forward to that and ultimately the board voted on November 17th to make that authorization to continue to moving forward ultimately though any decision Costco projects will be the decision of the voters which you'll have the opportunity in either October or probably November of 2023 to make that decision on how this ultimately moves forward but Vision was made let's start planning instead of having one with the two middle schools to have one party covered the debt portion ultimately what this means though is an asbestos next kind of helps explain it had this lovely conversation with my wife the other night about school funding which is I think the first time she's ever wanted to learn about it when the state looks at school funding and I went to the question of budget why does Wyndham get subsidy in Raymond dozen when the state looks at the town's it looks at what's your physical capacity what can you afford based on their formula and so they look at overall what's the value of the town of Windham I sold every piece of property what's the value of the town of Raymond and then they take the number of students and they say you know you have this number of students based on the number of students here's how much you should be spending on education and someone Raymond they say this is how much you should be spending on education however your student need is less than that and so your student needs lower what you can be spent as higher and there's a gap there and based on that Gap. basically say you don't get any subsidy on the Raymond side scuse me on the women's side and actually I'll go back to Raymond Raymond they say you can spend 8.2 million comfortably based on the state formula right now I think you only need to spend for EPS formula 7.4 million there's the Gap there and for the town of Raymond until those costs go up about $800,000 Raymond's not going to see much subsidy out of the state of Maine the state says will you know what you really should be spending 34 million but based on your valuation you can afford you can only afford 15 so that Gap that Gap becomes what you're going to get inside this van also applies to construction so for Windham for local for the something local but for the state portion is going to be put in the formula and the formula already says that Windham residents are already spending all but you can spend so it comes in as hundred percent subsidy so for that state portion in essence you are for a Wyndham resident in the RS you the states picking up that state portion Raymond there's actually what they cost circuit breaker built into the formula and right now for this building the cost of the town of Raymond last check was a little over $300,000 a year for the cost of that so restart the balance out closing Jordan small what is the impact on the physical components because even the two schools are kind of broken out when the formula even the impact to Raymond as compared to what Eve some area districts are looking at for local cost like I think I saw in Cape they were projecting what a 25% increase in taxes if that's cool went through so they're in order to be able to hit that Mark it's not going to be as big of an impact as in other places around us the other component to this project will be if there's a local component so a great examples of extra fun when I learned the other day in the state model for end lines on a basketball court they only pay for the first 7 ft High School courts are 10 ft so think about Anna Middle School where you get that in line between so the three feet so the three feet on the end of the court with if we want to go to 10 it becomes local only simple things like that if you want to add a few bleachers that are in then that becomes a local only because their bleacher model is half the student body and bleachers that you have in a gym so if you want to, date the then that becomes an additional piece you know one way to say it so you know it's kind of funny for the three however you got to go back to they're paying the majority of the cost for the remainder part of the building so if your component is 3 ft that's not that is compared if you had to find him a note the length of a basketball court is 100 ft compared to paying for the hundred feet for so just even thinking about how this piece of broken down just based on current population any luck additional is it going to be based on number of students 18% would go to Raymond and 82% would go to Wyndham for that cost that's 82% of the kids are from Windham and 18% would be from Raymond so all right let's get into something a little bit more fun which is site selection cuz this is another topic that there's been some questions about there is a due-diligence process that they construct committee used or there was a due-diligence process there still working through that for looking at sites the group working with stantec who are our environmental and civil engineers looked at all 5 Acre Properties in Windham and Raymond is 109 if I remember correctly and they went through and provided us evaluation information on all those different property so they collected a great amount of information look at the existing site and the existing site because we started this process it was going to be just to win a middle school there's 107 Acres or so Bill right here on campus so looking at that component for those if you were here for the High School prom we pretty much have maxed out where we can go towards the River on the high school campus but we looked at that we advertise for offers which is put it in the papers connect with people put it out on listserv in some cases I did some individual one-on-ones with some individuals we looked at both Raymond and Windham we looking to where is the population located and then we looked at all sorts of attributes for property so we develop the rating Scale Matrix how many developable acres what's the parking and Fields look like what's the traffic look like in the area how far are we going to be away from Public Safety transportation what's the schedule look like for bus schedules are we going to be able to maintain our current bus schedules we have to buy more buses have more drivers are their potential environmental issues hazardous waste any content issues a big component which I love and a construction committee there's a huge commitment to Outdoor Learning spaces and so whatever facility that we end up or  pot to have that population density infrastructure for emergency room wants a neighborhood School possibility whether or not the zoning would allow for it site access which is never done that piece looking at wetlands and then what's interesting down here towards the bottom critical have that's part of our process we have to look at their critical habitats world I think the world we're going there or something there's a plant had to look for so those components are there any historical archaeological is this a secret site that we're taking a look at is it even possible to build on it distance to infrastructure with water and sewer we want to make sure that we can get some of these critical pieces Christine I know it gotten sick of me talking about this but three phase power she's learned a lot about three phase power but the ability to run major Mechanicals for those of you who may have followed the last board meeting the rc-14 board voted to bring three phase power from Plains Road and Ray to Raymond Elementary School so that we can actually upgrade the air-handling system on a pearly enough power on site and then also looking at you know what are some of other utilities that are there and then some of the other components we looked at so if you look at a map of Wyndham in Raymond here's what we learned in the town of Raymond there are very few sites that are located on a corridor between where Jordan small and Raymond Elementary are that Central Hub and where the current Windham High School won a middle school Primary School campus are what we started to look and we started to pull some of those out in this particular map the ones that are shaded blue received a considerable more consideration it's located between where the current school campuses are things that are on the purple we're discarded because if we're going to do a combined school we want to look at how do we connect two corridors up and Raymond you see there's a site on Patricia Ave that's kind of though I don't know what we call that shape for a flag and then going further up we have the current res campus and then there was one other spot which is located near whole line going up Route 85 but looking at all these possible sites and what some of their attributes are we then started the narrow down on you know what sites feasible I'm going to start down here in the bottom of the little yellow one is 61 Windham Center Road to the right at the bottom is the current Windham high school campus heading off to the upper right there is spot on Falmouth Road that we learned wasn't going to be for sale we looked at the Manchester school campus 25 acres that we either RC has in the middle of everything which is also for those of you been in Manchester the morning so the middle of everything tattoo going on there and then also the hill that's next to Seacoast Fun Park we looked at that particular property which I think I just saw was under contract which is great to see we looked at Enterprise Drive which has now been zoned as a marijuana cultivation area by the town of Windham not a spot that we wanted to fight a school next to but it was a sight that we looked at and then we also looked at up there that's the corner there Patricia Ave and really started the narrow in on all these different sites where does it actually make sense we looked at some population densities and what we noticed is that the greatest population density is an RC teen are these kind of concentric circles around Manchester school and heading south on River Road this is where you going to find a majority of your population as we move farther north towards rain I'll go back to the previous one population density was greatest around Patricia Ave moving beyond that things started to drop off even further so the sites we looked at we went through points existing site which is right here scored the highest 61 Windham Center Road score the next is 812 Gray Road which is heading out 20 to almost to wear 202 and 115 come whether there's a hay Farm in the left-hand side we did a considerable amount of work I'll share that a second on that property and then started to look at other places Raymond Elementary because of the typography was just not going to be able to take a school given that that campus the way that is situated and then Patricia Ave and what we decided was that we were going to eliminate the existing campus couple reasons one the traffic would be out would be horrendous second is that if we built and develop a new school campus then we also have the opportunity to develop new athletic fields and other structures for students and if we had built on the existing campus when middle school kids in high school kids would have gotten out after school we would be providing bus transportation to the new site for new athletic fields we would have had to redevelop those athletic field somewhere else and we would be transporting students because we those faces we didn't have any opportunity to redevelop and I think in that one plan we were losing 3 to 4 hours Ledic fields on campus one of the best Solutions in that would have actually taken the stadium field and turn it to a turf field because it would have just been you non-stop in order to be able to do that so we narrowed down to these three and went through a process and I'll start first of all of Patricia some positive things about the site and also some challenges with a site so first of all just some positives is right now a lot of it is undeveloped one of the challenges with the undeveloped portion is that it's the accessibility is very very difficult rolling terrain lots of there is a great sunny side which is where they show the baseball field and a couple soccer fields so a positive with that one of the negative components if there's a cap landfill that's there we learn to the engineers that we can't do anything with the cap landfill it's always going to be there another negatively learned is that where the baseball field is is that was a substance exposal sight town of Raymond was licensed 300000 gal of septic a year that they spray on that field a couple other challenges and there's two circles I learned a lot about vernal pools and when you find a Vernal pool you have a 250 ft diameter starting from the of the pool ourselves radius that you go around the pool and so in essence you can't develop any of those components we had a combination of rolling terrain that went with it another difficulty is that Patricia Ave would not meet traffic requirements so we would have to build if we were to use Patricia we actually have to build a separate road that separate Road would have had to have gone through three other properties that we would have had to a purchase in order to get up there even with that purr just in the terrain chances are we would not have been able to have a sidewalk cuz it would not have met ADA requirements because it's so Steep and so the sidewalk would have run into some difficulties if anybody had any sort of a handicapped movie I'm so traded some difficulties for us for all these different components and we did have a chance to follow up with the town of Raymond and kind of walk through some of the things you were looking at in a dish we looked at 812 Gray Road and 8:12 again go down 202 and then head to 115 some positives with that just a giant open space some negatives that we learn from this particular one. if I concluded a picture of it no I'm some naked as we learned in the space is that there's some Wetlands that are there and we would be actually held to that bottom narrow strip due to some of the wetlands and it would have super difficult to navigate and a to go ahead and build on because you had your school your Athletic Field kind of lined up and then the other issue with this is getting two separate entrances exit coming into the property 812 some challenges with three phase power had some challenges with public water does not go down there so some big infrastructure elements to it the other thing that I didn't explore also with Patricia Patricia would have required a well and we currently have natural gas on this campus also going to Manchester Patricia would not allowed for that we do not have natural gas that's going to this particular site so that was another one that was looked at pretty closely and then 61 Windham Center Road and 61 Windham Center if you're not familiar with it if you head back on Windham Center Road like you're going to head up to Raymond right before you get to the roundabout at the horse barn used to be a soccer field there and then some external fields and so we spend some time on this looking at what are the possibilities what are some of the constraints with it some of the good things about the site proximity the high school Max Transportation a lot easier other positives to it is that we have as part of the North Windham sewer agreement and I'm glad to see our Town Council chair just coming in one of the agreements and that is bringing us to play again to this new site to be able to have sewer proximity to public water and we have about 27 developable acres here of the 44 some constraints with there's a section of wetland right to the top and that's called a wetland of special significance which means he can't actually do anything with it so that's a component it's not developable we can't do anything with it the back section of the property yes we can we're still working and with the dep to see whether or not that bottom section where the baseball field is something that we can develop what's interesting about that section of the field is that at the highest point of land but what we've learned through some different components is that does Hail to the side with a bunch of natural aquifers that comes through it and it wants to Bubble Up right in that particular section so can't remember what don't 310 310 the committee looked at some of the constrictions with Patricia Ave and look at some of the development challenges that we're going to take place with that and decided at that meeting to go ahead and eliminate Patricia Ave and then move forward with Windham Center Road and 812 Gray Road so the two sites both sites went through in an initial environmental assessment are there is there evidence of dumping do you have petroleum that's protruding from the ground that might be coming from somewhere else also looking for wetlands and for vernal pools in to do a final poll study you are limited to the months of April and May and so we had a soil engineer and a wetland scientist go out looking for vernal pools looking for mapping, they did not find any on 61 when I'm Center Road they did find some over on 812 there's a 12 and actually some of the wetlands that are shown 61 Windham Center so at this point the committee has voted to they've eliminated 812 and the reason we eliminated as we reached the point in the process where we were really need to make a significant investment in studying the property and so right now we are just finishing up the geotechnical phase where you start to spend your money on what is this property what are some of the environmental issues that you might run into for Wetlands working at your planning is there ledge what does it look like under the ground what are some of the possible setups that you might have the property as far as traffic this is 61 Windham Center Road the other things unique about 61 Williamson Road it is that that was the only property on the market of this size in the town of Windham or Raymond that was available and the asking price by the owner was a million and a half when we work through this process and we're working through with the state how much do they cover the state looks at to appraisals and takes the average of those two appraisals and then starts to work look at what percentage of the property going to be using destruction committee's some members know this but not all of them do we've had our 2 final appraisals come in on the property one appraisal came in at a million three the other one came in at a million 520,000 so right now the average is over a million for so couple things with that is that number one the states going to look at that million for and then look at where we are in the formula so again States can be paying majority of the cost for the particular piece of property if it goes through the approval process in addition what the property owner is asking for looks like it's fair market value so it's important to note that is you look at these not working with our real estate attorney and other school projects that they have done one of the elements that they coached very early on was that you there are times when if you find a piece of property is going to work for you may have to pay a little bit more just because number one they're not making a land there isn't any that's left there's very little and Southern man that's available often of large size but looking that we're going to come in at for those of you who are familiar with this fee at this particular area at the front section which is where the horse barn is and where the horse Paddock is was a soccer field the landowner had invested in putting in a soccer field and it was a travel team field at one point then when interest change it was changed over to a horse Paddock some other views and then I will some other views of the back of the property which is the part that you really don't get a good handle of from the road there's probably close to a 12-acre field on the upper left-hand side and then we have the series of paddocks that are they are off to the right one other piece is advantageous to this property is that it bounced a 17-acre preserve which means that on one side nothing ever can be built in there because it's part of The Preserve and on this side there is property that's on the town of Windham so you got this buffer zone that's in between so what as we work through this process we're looking with our scientists how do we best use our fields and working with the engineers with the ideas the center section I'm going to go on stage with the idea that the center section which runs through here won't be able to be developed we have Acts to the backs of an existing Road the board is working in negotiating another access point coming off of River Road that would provide access to the back but we are we're moving forward with the understanding that that's Center portion I won't be using being planned accordingly feeling I just want to mention with his property rc-14 does not own 61 Windham Center when this came on the market we approach the landowner and entered into what's called an option agreement and under that agreement and this was actually know when the market was accelerating for where things are at under this agreement the landowner said for two years we will take this property off the market $100,000 down payment and with $100,000 down payment that gets applied to closing costs and so last year the Irish you board approve that hundred thousand dollar payment moving into beer for every month for the district doesn't close is a $10,000 fee for that month that does not get returned at closing and an Essence it's the landowner saying we will take this off the market and it won't be developed there were plans being drawn up for a Housing Development going to the back side one of the plants I saw I think it's 16 houses on it there's a covenant language limited to 8 houses but still being kind of blocked off in and sold for different development purposes so we had a chance this summer to actually get on the property and start doing some test pits and if you drove by the summer you may have seen this drilling rig that drill rig I think in the mid Den 110 different borings it looking at what's the depth groundwater what's the depth of Red Rock how much lights are we going to hit there for those of you who might have been around for the high school project huge amount of ledge with hit that was not anticipated so one of the things that we requested in this is extra boreholes want any surprises and ultimately what we learned on this property is that the part that's near the Gravel Pit on it so I think that's a better picture going this way so the part on the upper left-hand side which is out of town Gravel Pit it's about 24 ft allege there so quite a ways before you so not a lot of preparations going to happen there where the current trailer is I think we had about 8 ft to live right there so not bad the center Paddock there's one knob I think we hit 3 ft to wedge but when they went and did the boring I guess through some pneumatic hammers they can get rid of it and knock it down so definitely some very favorable things one of the challenges with the site is going to be mitigating some groundwater and some places we have 1500 I like a laser pointer wow yours is better I'll look at that I can actually I can probably hit the space station with the same spot so let's go over here again 24 for this is where the building envelope is most likely going to be cited 24ft ledge what do we bill 14 over here the other thing we learned is that the gravel pits of the Town owns actually extends down here underneath this nice Gravelly soils heading over this way there's a little knob of ledge right here will have to do but otherwise no surprises down there with wedge which was absolutely fantastic feel like I got to start here Scott it's going to burn a hole in the screen other components of things that we learned is that I'm going to go back to this environmental work was done there in the news I'm sure you've heard a lot about pee facile recently and there's been a connection to where sludge industrial sludge has been dumped haven't found any pfast on the site through our Environmental Testing what we have found is an elevated level of arsenic which is pretty common on May Farms that it was used it one complete there was an aerial study that was done of the property and what we've learned is that this property has been used for heading for as long as it has been aerial photos of this particular piece which was great to see we also had a state agency take a look at it we do not have any archaeological issues with a sight we also do not have any protected species that are indigenous to psych other then we learned within the last month or so we are going to have to do a bat because as a possible some trees might be impacted on that far Southern portion so there's actually a Batman no pun intended who will come and during rearing season and will determine whether or not that there's an impact to Bath is things you learn on a construction project as a pup rearing season and then also working on that concept development component but as far as state agent it concerns the last group that we need to work with us Department of Environmental Protection to just kind of help clarify our final components let's jump in a program in cuz of something more fun stuff when the district clerk in 2018 that we had a proof project we started with the architect that the district had used previously saying what can we do to get this thing rolling and they suggest that you know I start working on your visioning start working on specification what you going to do in this building how's it going to be structured what programs and activities so we started in August of 2019 and we finished in what July I think we finally finished up the Ed specs working through a visioning process with a smaller group of teachers a group of Jordan small and win a middle school teachers a group of now man Chester Jordan small and middle school teacher looking at what is our vision what are those specs going to be in here so they can come up with which is that the school of this size which will be grades 5 6 7 8 consolidating down we want to make sure that it has as much of a neighborhood feels possible and the building is designed right now we got a sneak peek at the design the last Friday building committee you're going to see a Thursday night design that each team and teams are being set up with for teachers each team will have their own dedicated space that is separated off the other on common area that have their classrooms all arranged their lockers Cubbies will all be in that spot and when I think it's pretty Innovative with this group is that each team has a dedicated stairwell so when they come into school they head to their stairwell and this is going to be a stack portion so only the team that's in the middle floor in the team that's on the top floor will use those stairs that's it come to the come right into their team right now the model that were using is there plaid Arts would be rate on that particular floor level and so if they're going to the art class or art teacher over there if they're going to stem class of stem class would be there they're going to foreign language will be located there so really kind of keep things close really looking to build that team community in addition was that there was also some great excitement instead of just having team Community we also want to have some great local community and looking at hot create some grade level common spaces and we're looking right now at probably three teams for grade-level so three teams common space in between that if all the teams wanted to get together and do a grade-level thing they have that opportunity in addition looking at a giant learning Commons in the center can we bring a couple teams together or start a couple grade levels together or I've got a grade level that's working on a project or I've got a team that's working on a big project are there some larger Gathering spaces and so on Essence what it starts to do is it takes some of the space that normally would just be hallways and now starts moving some of those hallways into being educational spaces because they then become team structures because when you come up in the stairway and you're in your team you know haven't walked down the hallway in order to get to it more efficient gives you more space we're also looking at a stacked building because if you can stack then you actually gain Energy Efficiency and so minimizing our roof on so that we can actually look at being as green energy efficient as possible so this is what our staff came up with these small like learning communities with Extended Learning areas all the way around them and then I'll do the Scott keep you copy that and then the center community also looking at a gym and you know really been pushing for including an auxiliary gym attached to it so that we have plenty of not only physical Edge mission space but team space which is a premium in both districts and then looking at an auditorium and stage and and music areas that can support all of that to make sure that all kids are getting all those opportunities to go to the process we go through what's a space allocation negotiation and we've been working with the construction office to say we have this many teachers we have this many school administrator if this winning nurse's we have all these different programs and we start assigning square footage to all these different things and ultimately when you come down to the end and this is where we were as a Friday we were at a proposed 190,000 square feet for our programs that's 190,000 that doesn't include hallways doesn't include bathrooms doesn't include custodial spaces just educational programming and Sophie think about that hundred ninety thousand square feet just a little bit under 5 Acres or so this building is 212000 square feet which includes all the hallways and all the other components so 100 a thousand square feet when we finally lock in this programming document which were closed we finally lock in the programming document the state will multiply that times 1.4 and that point four becomes spaces for your kitchen becomes your bathrooms becomes not locker rooms aren't part of it becomes custodial areas hallways all these others beyond that 1.4 when you exceed that 1.4 than that hey, start the lost some of the local only space so we are still in the process of the negotiation we hope to wrap this up soon The Edge specs we've gone through that process which is our visioning document and we'll have a chance to present that to the state school board hopefully in February and so this is the most current drawing and noticed that it's on chasing paper for a possible layout for this building this is not quite the scale but in essence you would have an again this is first draft we're going to have 50 brass by the time that we're done with Administration Wing down here at the bottom with all your support services your school sr0 health classrooms and gifted and talented pieces and then stacked on that having the different teams one other thing that we've really been pushing with the architect is that every single classroom needs to have natural light and so how do we create this is why this kind of shape gets developed is that now every single class every single learning space has natural light that's available to it and it's facing south and it's facing kind of a Northerly direction to make sure we get that in I thought most of the classroom. Going to get some great south-facing light out towards the back are the gyms over here are some of the service areas to Kitchen other components returning the soccer field is returning the horse field to a soccer field also keeping the barn but moving the barn to the other side of the current driveway and using it as an outdoor learning space has to be attached to it softball field baseball field with an overlapping the other we've been spending some time this is why the tracing paper as we were really starting to look through some brainstorming one of the things we're trying to do with this site is to keep parent traffic and bus traffic separate because if you've been on this campus in the morning and even up at Raymond Elementary I think is worth little worse than Jordan small when the buses are there and parent traffic there for pickup often times it's difficult to get one in at 1 past the other so in this particular case looking at an access the River Road bringing parent traffic in doing a loop exiting on River Road bring buses and staff in through Windham Center Road come into a loop in front of the school and then head out this particular one we are trying to figure out where can we put some playgrounds we are could we also create some staff parking areas and visitor parking areas in general parking areas for events in addition of Boardwalk with some outdoor classrooms and feeling areas that would be part of that Wetland area so this is probably concept I don't know what time probably concept 14 or 15 that we worked on together bill I think we've got Andrew we could definitely get some more of that are coming just trying to get an idea of where traffic is and how we can help separate summer and again if you want to look at this close up with this is posted on our website now if you want to look at the presentation so our next steps we're still in concept development what is this building going to look like how is going to be structured some of the flow that's that's their construction committee love a chance to take a look at that on Thursday night finalize our geotechnical report as I said before that has come back very favorably for 61 Windham Center Road I'm not it's not going to be need to bring in a ton of fill there is not going to be need to excavate a bunch of feel so much of what is taken in the building envelope will be able to be used for athletic fields for Phil instead of moving things part of this process we had a chance and if you ever if you're in bath go take a look at Morris High School newest High School in the state of Maine they moved a mountain to build at school 15 million dollars in blasting and lights work to actually get to a site where they can bill us go very very limited and this particular site is very little extra costs in order to prep it for for building which is great we do have to do the bat study and chances are that's going to be sometime next spring determine what are impact might be two bats one nice thing about 61 Windham Center Road it's an open field not a lot of trees will be disturbed verify enrollment projections we had enrollment projections done and 17 we had enrollment projections done in 21 excuse me a 20 and we're having enrollment projections done now Community is changing quickly both communities are changing quickly and we want to make sure that we get this right I do know if schools not far from us that open and then had Portables and then instantly had to go to you know another building campaign we don't want to head down that road finalized at space allocation we're close with the state of Maine and that point that's 190,000 ft2 we're getting close to where we going to be with that and then a site selection straw poll which means that the community have the opportunity to come together and most likely this will be in February kind of getting pushed back with just a tiny bit because of some issues not with our project but some projects are ahead of us that will have a chance to then come to the community and OfferUp 61 Windham Center Road and then talk about the due diligence we did with some of the other sites for a community approval and then that ultimately will lead to a community referendum which will be in the fall of stream and if that referendum goes forward favorably then looking to break ground sometime and 24 opening in 26 I shared those beginning if you go to our 14. Org on the main site says Middle School construction project it will take you to this webpage on that web page are all the meeting minutes all the discussions all the presentations of taking place the date as well as some of the updated what are some things even the Environmental Studies are on there anything that you have any interest in or any questions about go to the site there's plenty there and we're getting close to a site selection we're not there yet but right now the only site we're moving forward with at the moment is 61 when I'm Center so that's all I had prepared and I've talked an awful lot it has been a fast 18 months that's what we've been working on this behind the scenes almost every single day there's some component of it moving forward but I wasn't sure if they were questions or things are rumors are other pieces to might have heard and say is that true happy to answer any questions that you might have just go ahead so come January on the land option $10,000 a month farther that it moves in we continue to pay and again that was exchanged for taking off the market I will the landowner has been fantastic to work with and there were cash offers on the property they like the idea that this could possibly be a school so that component the other the other group that has been a fantastic neighbor to work with is the presumpscot river Land Trust they oversee the Pringle property which is going to go back to the go back so Pringle property which is over here to Pringle Reserve they are so excited that they have a school that's coming next door because one thing I recognize is that little Falls in Gorham is built to not next to another one that preserves they're out there it's incorporating their science classes they're using The Preserve here we have that little blind that was built and he was at Eagle Scout project which is great occasion to see a car there at somebody's at the Overlook but otherwise it doesn't get a lot of use so looking at ways that we can partner and let Boardwalk Boardwalk outdoor classrooms that I showed would be roughly in here and we also would want to encourage the community to use that off hours to get out looking at can we cite a cross-country path here so that we have running facilities that go out around the barn we want to keep move the barn over here you know we're still looking at what would be long-term plans for the house whether or not that's something that would be sold or used otherwise far as you 14 and we're still working through that process any other questions call t.j. we we had that discussion on Friday we we saw a picture of a gym and I have anyone here has ever been in Greeley Middle School's gym Gridley Middle School was a state-funded project and they are currently our situation is half the student body and so they have this one of tallest bleacher systems I've ever seen that covers half the gym one thing we took a look at is that could we somehow expand the gym just a little bit wider and have seen both sides not as tall but again look what would the ultimate cost be to have a spot for a whole school assembly without having chairs that are out in a high school gym so when I'm high school you can see everybody over there if you wanted to do an assembly you couldn't in the Middle School gym in it the way the state funding formulas set up for how they do school projects the auditorium that we initially looking at for an idea would be half the student body so that you could two grade levels that would be in there and text League the one model you're looking at someone that you shape to keep a compact within the the footprint but again construction committees going to start working on Thursday night I want to get too far in front of them and so that they get a chance to see that and they may have very very different ideas and that's one thing it's been great with working architectural firm is any time we had an idea or something that we've kind of thrown back that's all right we'll go back take a look at it see what we can do prednisone so both middle schools will have to beat the twin thing the RS you boards going to have to take a look at I know both towns have expressed interest in both buildings and our our policy is is that when we're done with the building first offer goes back to a town because it belongs to the taxpayers in that town so town of Windham has expressed interest in the car in the Middle School site town of Raymond is expressed interest in the Jordan small site town of Windham I don't know what all the different things that we moved in I know there's some discussion about a probably very going to kill me for this the Town Council might but some discussion about could we possibly put a pool off the back and I know Jordan small been some discussions with Don know they'd like to move their Town operations up there as well as their Department having the gym and being able to use for rec services and all the other components so I think both towns have interest in community centers in the facilities and you know we've done projects at both buildings. small has brand new boiler brand new roof the outside envelope has been waterproof that building has got a lot of life left in it some difficulty moving structures that was set up as Elementary School Middle School the Ada which we receive through some State Grant a building built in 77 was not ADA Compliant in the Middle School up until this past year had one real ADA Bathroom compliant bathroom so we know we're continuing to use that we've been doing that some energy upgrades field Allen we'd like to hold onto and use that for alternative programming or adult education most likely alternative programming moving they are from the current High School sweet but looking to maximize field Allen went through an internal facelift this summer with a sprinkler system that was part of a state grant that we received and so the Links at a lot of life left in it got Alyssa what are these devices that really well and if not is there a planet unless it's a it's a great thing so as part of this process we did invite kids to the visioning process but I know in just talking to other places one thing where kids have had an awesome voices when it comes to Furniture selection looking at how do we equip and so running so focus groups of kids what does that look like some of the decorating coloring programmatic pieces and fat kids had a lot of input some of the programmatic pieces looking at ways that they can create some ownership the other thing that you know it's been kind of waiting in the back of my mind we don't have a name for the school right now right now it's the hours to 14 Middle School so I'd like to see us working with students working with the board working with Community what's the name of this building that reflects bringing both communities together so that component but I think there's opportunity for program thing is that as we get closer to design and final design of spaces would love to get kids and put on what do they think about those some music areas some of those applied Arts pieces that are attached to that we want to have that component yeah when we want and we want kids be excited about this as I started out my present at this is an exciting opportunity for both this is an amazing gift that's been given and honestly it's probably the last time in my career in this District this is going to happen so you know we want to make sure that we do it and do it Well Network planning thoughtfully for the future yeah we we will look at solar panels one thing that we're going to be very careful of solar those that have create maintenance issues in the future and a lot of community members don't know this rsu14 owns 2% of a bunch of solar field in the state of Maine we are part of a solar Consortium early on with LL Bean New Balance city of Portland Scarborough schools which gave us a great opportunity so we're already meeting a lot of our solar requirements through that we have talked about solar panels for the geothermal there has not been a great track record in the state of Maine with schools and geothermal with some school sing failures five years in 10 years in Gorham just did almost $800,000 worth of pumps in there school for all the pumps at fields and a geothermal looking at heat pumps and other components that man right over there Bill Hansen is our energy expert and we will make sure that we have at least dual fuel capacity in the buildings but also looking at what other energy efficient things and I also just we can use some energy efficient construction another thing I like about the architect made a chance to visit one of their buildings in oyster New Hampshire is that they also recognize the building as a teaching tool and so looking at ways that they can structure the building that it could be part of learning so there are even some portions we are instead of having sheetrock it was plexiglass so you could see the construction the insulation which proponents they have solar M that were they are Oyster River had a solar carport for the teachers the park under so I don't know if you were standing beside it when the snow let go but if you were underneath that you were fine but looking at being a Zen efficient as possible because bills the one who says this at the end of a dollar that we don't spend on oil we can spend in a classroom so we try to be as Frugal as we can with that go ahead sure Manchester has been identified as an outstanding spot for bringing in the pure flight affluent that comes off the search treatment but we will not be on rc-14 property familiar with North Windham we're supposed to do road is there's a plumbing supply place rc-14 owns both sides Esposito Road and then it heads back into a property owner that Taylor property I can't remember his first name they're looking at in the plant back there that plant creates drinkable water as an endpoint I've had the tour I didn't drink the water at the end but somebody in our party did drink the water when they finished up so there is 1/8 feet of sand before groundwater under Manchester school and so right now the town we've been partnering with the town where the baseball field is it Manchester to the left hand side of used to be a field and believe it or not they must be a road there that went to 115 that has now overgrown so working with the town to turn that over and athletic field for the road back but underneath those fields would be drip system to bring that water a Kinder and so Manchester becomes a site for just the irrigation underneath the other thing we've learned and hydrological studies is that everything all the affluent ignore Adam comes rate towards Manchester School underground and so the town is very interested in purifying what's coming out of all those different Leach fields and and using that as a spot it's a very cool process Oxford has the exact same plan I think the one I looking at in North Windham is an upset scaled-up version of a produce a drinkable water at the end and I'm sure some points over to give you the tour and I'll give you the cup at the end and you can make your own decision at that point but at Manchester they would be a new couple new Little League fields couple new softball field and a baseball field at the town of Windham is putting in an addition is part of the project which is part of of 61 Windham Center is a sore leg dedicated for 61 Windham Center so that we don't have to do on-site disposal in addition looking at a leg coming to Windham high school because RC 14 runs the only sewer treatment plant east of Mississippi the school I want to get out of the sewer business Bill wants to get out of the store business and so we're looking to send our stuff up to North Windham and have them process it got so we're looking at some great swaps so when a primary school would become a Pre-K to school one of the goals in this project by moving 5th grade which again was not part of the original application for this project is project was for 678 School the state has agreed to make it a grade 5 school as well what that allows us to do is it's going to free classrooms at Windham primary right now we only have two Pre-K classrooms in the entire District allows us to bring more Pre-K offerings to students and families so when a primary school becomes Pre-K tattoo Manchester would become a 3/4 and the new Middle School become a 58 Jordan Smalls Going to 58 I think as long as it's been open as a middle school and we're looking at there's all sorts of separation of the building with fifth graders versus craters and where they are and that's part of even design in the building so that you have individual access to different team areas keep them that way but allows us to offer Pre-K which is something that we had great success in the two classrooms and we have 90 some odd people on the waiting list this year who did not get a slot and so looking to a be able to expand that out one disappointment and all of this is that we're not going to be able to offer Universal Pre-K when you're done just because of they're spaced challenges of primary this will help alleviate whether or not we do Pre-K and open a school the same year we'll have two boards going to need to have that discussion to be a lot of moving Parts in a single year we may have to delay by a year but as we prepped the building go ahead don't see if I can pull up on so actually Drew you want to take this hi I'm Drew Patton from for middle school team structure Middle School philosophy is making smaller families in a big school so when is school of almost 1,200 kids and if you break that up and do what we call a hundred student teams each for grades 300 student teams for grade get you the total of about 1200 students men that allows us a lot of room or I'mma justments and population over the fluctuations that happen over time that team set-up Chris he didn't miss speak but just to be clear about that especially at the fifth and sixth grade I'm level we have the option to have two person teacher teams which means what we've kind of have now at the middle school in 6th grade and that happens at fifth grade is a 1 teacher that teaches math and science typically another teacher on Tina teaches language arts and social studies and so we could have a 5th grade students be on four-person teams which isn't very traditional that usually doesn't happen to me teachers but we could have two person a teacher teams but essentially there in in pairing a 4in so you can break that up in different ways I'm not sure if that's making sense on that team what's a little bit different in terms of this setup is and not many middle schools are doing it just because of that the tradition of having applied Arts separate than teams has to have a guy stem art or where language teacher be working with those students and part of that reason is to integrate the subject areas so that students see the connections between all the different components and then the other part of the you know if I'm working on a team with Kim and I'm working with that Christine prosper and it was a stem teacher we share the same students so we're able to collaborate on projects together we are able to get to know students better I'm Rebel to deliver services to kids Civic plans that students have so that collaboration is really key so one of the themes of the school is really having tight collaboration among teachers and also tight learning communities where kids get to know one another but also have opportunities to the branch out at lunch for instance or Gatherings amongst grade levels. To be able to socialize and see each other that makes sense when this is set up we have applied Arts that are on team and then we also have some steam applied Arts where kids would go out to things like a health and also continue the music offerings that we have now band Orchestra I maybe General music of course those types of things yeah so what we part of the design with us and this isn't a bit of the given the take with the state the state is pretty rigid about the number of students projected in the population with the square footage that goes around with that and we keep pushing back on the school is designed the Petit Misty May model and it's set up based off of hundred student teams are populations fluctuate from year to year and one of the things that is difficult for teeming at the middle school level is to continually change the size of teams based off the population of kids that are coming in so maybe I'm working with Kim this year but next year the population is moving on you know higher population to another grade so I say bye to Kim now I lost a relationship of working with her just to follow the kids up what this allows us to do really if the population really got small and one particular grade level to shut down an entire team if we needed to but we have a capacity in terms of up to 300 students at a particular grade level and when we look at that population for and over time it allows us to go from maybe that smaller end of 250 to a maximum of three hundred and that gets us out of the business of having to do a referendum to slap another addition onto the building like Westbrook school dance or really trying to think about over the core what time how do we build a school that doesn't have to have additions to that that we can just roll with the population changes that occur over time at this building was built with a capacity of 1,200 enrollment projection right now current and this was the most recent one done in 20 2021 was 1079 to open with and then the state works with a 5% increase and then that difference really looking at creating an extra capacity of 100 students my guess is based on going. We're going to see that pretty soon so we will make sure there's little extra space builtforteams of 100 but we're probably not going to be opening with teams of 100 again some of us were still in negotiation face so anything beyond that what's 11:21 or whatever students 80 student would become a local only cost and so as we work through this process we look at how much local only are we starting to build and what's reasonable and what is we can afford Jordan small they are they are challenged with a size like friends since their eighth grade class right now is I think 27 students so they're still two teachers but of course that changes the ratio they went up to 55 or 56 or 60 as you can see now they have to add another teacher so they're constantly sort of adjusting to the population size and do the size of our school were able to would be able to roll with that pretty easily from one year to the next I got a question go ahead also believe it or not in the state of Maine there is one statistician this is what they do and districts work with that individual too and they look at that start with birth counts going all the way back to how many kids are born in a certain year and then look at traditional housing starts they to look at population fluctuations and then they do a projection of best fit and ultimately they give you a 10-year projection of where they think that you might possibly be with enrollment based upon what's happening within the community what they're saying and it's best guess at that point we can actually today I can tell you that there is a 283 kids in second grade that will be hitting this building what's helpful with that projection I'll still give you an idea of historically how many moved in I moved out what's available housing stock one of the frustrations is that there's one person who does this and it could take awhile to get that data back we have the most current one from that individual was done 17 as part of the building application the 2021 was done through another firm out of state that's not as what's the state does not usually accept that one they might in a case we don't have the other one but that individual is doing it for us just again appoint you back to the website if you have any questions or if things come up and you say I wonder about give me a call email me see how it rc-14.
